Exercise Icarus

Exercise Icarus was a health led multi-agency exercise held in London
Region on the 5th November 2004. The aim of the exercise was to explore and
develop plans, protocols and procedures to deal with a health rising tide
scenario (specifically pandemic influenza), in order to identify and scope
potential work-streams for participating organisations.
The subject of the exercise was influenza pandemic. This was a tabletop
exercise and a wide range of partners from the London resilience Forum and
central government considered their responses to this "rising
tide" scenario over a simulated 26 week period.
The objectives of the exercise were to;

explore suitability of existing Command and control protocols,

explore potential control measures,

identify key Business Continuity issues,

examine specific Health arrangements,

explore Health capacities,
-
examine consequence of school closures.
Three main themes were explored:

The response of health organisations to the threat and consequences of an
influenza pandemic

Business continuity of the health service during a prolonged outbreak of
an infectious disease

Business continuity of the wider business community in an influenza
pandemic
These issues have been taken forward in workshops held with partners in
2005 and have helped inform the development of the draft London Pandemic
Response Plan.
