Exercise Capital Twilight

Exercise Capital Twilight was a tabletop exercise involving over 120 senior
members of the London Resilience Partnership.
The exercise aim was to test effects and responses in a long duration power
failure occurring in mid-winter.
The objectives of the exercise were to:

assess the implications of a prolonged power loss to an urban area,
-
clarify and strengthen multi-agency coordination arrangements,
-
clarify and strengthen the communications arrangements to support the
response and public information,

explore prioritisation of services and restoration,
-
provide recommendations on how to address those points without action in
the power failure report.
A number of recommendations were made to both London Resilience partners
and Central government which are being taken forward.
