Exercise Capital Focus

Exercise Capital Focus was a Command Post Exercise and the aim was to
exercise the command and protocols which had been revised in light of
exercise Capital Response. It also explored further the relationship
between a "Strategic Co-ordinating Group" concerned with the
response to events within London and the links with COBR and the
relationship with Central Government.
The objectives were to;

to test the functioning of the Gold Co-ordinating Group (GCG) in the
response and initial consequence management, (including examining the
strategic roles and responsibilities of the NHS, JHAC, utilities,
transport operators, and local government within the Group),

to test the functioning of Government situation monitoring and decision
making through COBR, and its value in assisting incident and consequence
management,
-
to test the relationship between GCG and COBR, including clarity of role
and requirements,

to test the role of the Commissioner of Police for the Metropolis or his
deputy at COBR.
The exercise demonstrated the benefit of utilising specialist
"cells" to provide a single representation from a large number of
agencies within the Strategic Coordinating group. For example the Utilities
cell could represent a wide range of power and service providers ensuring
the meetings remained concise. Individual agencies could still attend if
specific issues had to be addressed by their expertise.
The scenario was terrorism and featured multiple conventional and
non-conventional incidents over the course of the day.
