Exercise Capital Accord

Exercise Capital Accord aim was to test further the "Strategic
Command, Control and Communication arrangements for the response to a
declared Catastrophic Incident in London". The objectives were to;
-
exercise the decision-making ability and processes of the Gold
Co-ordinating Group,
-
to test the Effective Capability of the Gold Support Cells,
-
to exercise the effective communication between the individual Gold
cells,
-
to exercise pre-existing protocols of response of all constituent
members,
-
to provide the opportunity for the Recovery Management cell to prepare
for the handover to the Recovery Phase (and therefore to explore the
communication between the recovery Management Cell and the Government
Impact Management and recovery Group),
-
to exercise the Link between Strategic Co-ordination group and COBR in
terms of Media Management.
The exercise demonstrated the suitability of the designated fallback site
for the Strategic Coordination Centre.
Agencies also used the exercise to test their remote links back into their
own organisations in order to ensure there own Gold Teams are adequately
supported.
The exercise scenario allowed agencies to explore in greater depth the
issues around "recovery" exploring the transition from a Gold
Co-ordinating Group chaired by the Police to a Recovery Management Group
chaired by the Local Authorities involved.
