Chris Samuel is currently the Civil Protection Team Manager for Cheshire
County Council. Originally hailing from Scotland, Chris's emergency
management career began in the RAF, providing air logistics for famine aid
relief operations in Africa and Europe. This experience was then built upon
by graduating with a BSc in International Disaster Engineering and
Management from the Centre for Disaster Management, at Coventry University.
Following this period, Chris moved into local authority emergency planning,
firstly, as the Senior Emergency Planning Officer for Middlesbrough, and
subsequently, as the Cheshire DEPLO (Districts Emergency Planning Liaison
Officer). In the latter post, Chris was heavily involved in the improvement
of public warning, informing and education packages for Cheshire. This work
continues, and is now focused on the implementation of the Communicating
with the Public duty, under the Civil Contingencies Act (2004).
Chris was also a member of the working group which consulted on the
'Communicating with the Public' element of the Civil Contingencies
Act (2004) Regulations and Guidance.
